Dawes, Charles

(b. Aug. 27, 1865, Marietta, Ohio,
U.S.--d. April 23, 1951, Evanston, Ill.), U.S. vice president, ambassador, and
author of the "Dawes Plan" for
managing Germany's reparations payments after World War I.
Educated at Marietta College and
Cincinnati Law School, Dawes practiced
law in Lincoln, Neb. (1887-94), and then moved to Evanston, which he made his
permanent home. He was U.S. comptroller of the currency from 1897 to 1902, when
he returned to private business and organized the Central Trust Company of
Illinois. During World War I Dawes was
head of supply procurement for the American Expeditionary Force in France. He
resigned as brigadier general in 1919. In 1921 he was appointed the first U.S.
director of the budget.
In 1923, Dawes was appointed by the Allied Reparations Commission to plan a
solution for the problem of Germany's inability to pay reparations for their
presumed liability for World War I. Dawes
presided over a committee of experts that submitted a plan (1924) providing
for a reorganization of German finances with the assistance of loans from U.S.
investors. This " Dawes Plan " (q.v.)
saved Europe from economic collapse for a few years, but it proved to be only a
partial solution for the dilemma of world economic disorganization.
Dawes
was vice president under Pres. Calvin Coolidge
(1925-29), and from 1929 to 1932 he was U.S. ambassador to Great Britain. During
the Depression he returned to the U.S. (1932) to direct the Reconstruction
Finance Corporation. He resigned the same year and reentered the banking
business.
In 1925 Dawes was awarded the Nobel Prize for Peace jointly with Sir Austen
Chamberlain. He was the author of several works including A Journal of the Great War (1921), Notes as Vice President (1935), and A Journal of Reparations (1939).

독일의 배상금 지불문제를 다룬 ' 도스안
'의 입안자이다.
마리에타대학과 신시내티법과대학을 졸업하고
네브래스카 주 링컨에서 변호사로 활동하다가 일리노이 주
에반스턴으로 이주했다. 1894년부터는 연방 회계감사관으로
일했으며 1902년 다시 개인사업으로 돌아가 일리노이
중앙신용은행을 설립했다. 제1차 세계대전이 일어나자
프랑스 파견 미군의 보급품 조달을 담당했으며 1919년
준장으로 예편한 뒤 초대 연방예산국장에 올랐다.
1923년 독일이 전후배상금의 지불에 어려움을 겪자 연합국
배상위원회로부터 새로운 해결책의 제안을 위임받았다.
도스는 전문가들로 위원회를 조직, 1924년 미국의 대부원조를
통하여 독일 재정을 개편한다는 내용의 계획안을 제출했다.
도스 안은 유럽의 경제파탄을 얼마간 저지하는 데는
성공했지만 세계 대공황의 난관에 봉착함으로써 부분적인
해결책으로 머무를 수밖에 없었다.
1925~29년 도스는 캘빈 쿨리지
행정부에서 부통령을 지냈고 1929~32년에는 영국 대사로
활약했다. 대공황이 한창이던 1932년에 귀국하여
재건금융공사(RFC)를 이끌었으나 이내 사임하고 금융사업에
종사했다.
1925년 오스튼 체임벌린과
함께 노벨 평화상을 수상했으며 〈대전일지 大戰日誌 A
Journal of the Great War〉(1921)·〈부통령 비망록 Notes as Vice
President〉(1935)·〈전쟁배상 A Journal of Reparations〉(1939) 등을
남겼다.
